OBXtek promotes Russell Cash to Vice President, Proposal Strategy & Operations

McLean, VA, May 11, 2023 - OBXtek Inc. has promoted Russell Cash to Vice President, Proposal Strategy & Operations. In this role, Mr. Cash will lead win strategy sessions for all OBXtek recompetes, “must win” opportunities, as well as opportunities that will catapult OBXtek to the next level due to their size, complexity, or mission area. He will also continue to modernize and streamline the way OBXtek produces winning proposals.

“Russell’s contributions to OBXtek are taking the company to the next level,” said Mike McKinney, OBXtek chief operating officer. “Russell has incorporated his strategy and proposal operations expertise into our process and the results continue to show themselves in the quality of our submissions to the requests for proposals. We should start seeing many wins coming in later in the year.”

Mr. Cash was Director of Proposal Operations at AECOM and held the same position at Teledyne FLIR before joining OBXtek as Director of Proposal Operations in 2022. In the last ten years, he has won over 7 billion dollars in revenue. His goal at OBXtek is to increase the win rate by developing the staff and implementing successful business capture strategies and processes. His approach uncovers customer needs and develops solutions that maintain compliance from the start, while incrementally building-in compelling elements. In his short time at OBXtek, Mr. Cash’s customer-focused responses have produced improvements in the quality of submissions and increased the cultural expectation of winning.

Russell earned his B.A. in Management and MBA at John F. Kennedy University, and he is a certified APMP Practitioner for proposal development. He is an active member of his faith community where he is a leader and sought-after conference speaker. Mr. Cash was appointed to serve on the Maryland National Capitol Park and Planning Commission (M-NCPPC) Spending Affordability Committee in 2022. He is an avid reader who is always studying leadership for personal and professional growth. He enjoys spending time with his family, fitness, traveling, sports, and playing board games. Russell and his wife of 29 years have two children and reside in Prince George’s County, Maryland.
